Firstly I'd like to thank the owner(s) of this website for giving us all the opportunity to share information and work together in helping each other grow in a web community to create better websites and keep learning.
I have a suggestion however. Why not include a sticky post somewhere with links to some good web resources? I'd gladly help with compiling and maintaining such a list.
Here's what I and I assume most see as the best Web Resource out there for HTML/XHTML/XML/CSS/PHP/ASP/MySQL etc.
W3Schools Online Web Tutorials
Here's some free templates that are available for free download and usage. In case you're new to HTML designing these can help you a lot when starting out. I have found these templates great to use and great to learn.

There are a couple more that I could add but that's the idea for now.
Secondly, I believe and have encountered from experience that competitions can be great to encourage activity. Why not introduce some Photoshop competitions or template competitions etc. and reward the winner (and perhaps runner-up) with something... The reward can be debated upon...
Just some ideas anyway.
